Projections from Buildings
No projections of any kind, extending more than 23 cm below a height of 4.3m, shall be permitted over the land of the road or over any drain of the vertical part of the rain water spouts projecting at the road level or the water pipe in accordance with the drainage plan, such as projections on the level of chajja, cornice, water spouts, drains, pipes, advertisement boards, and the like.
a) Sunshade over windows and ventilators: When approved by the authority, projections of sunshades over windows or ventilators must meet the following criteria:
i. Notwithstanding anything in these byelaws, no projection of any kind shall be allowed over the land and the road, or over any drain, or over any portion outside the site’s boundaries below a height of 2.8 m from the road level.
If the road over which they project is wider than 9 metres, sunshades installed at a height of 2.8 metres from the ground level are permitted to project up to a maximum width of 60 cm.
iii. No projection of any kind must be permitted on roadways less than 9 metres wide or without sidewalks.
b) Porticos in existing developed areas: Porticos may be permitted on roads with a minimum clear space of 18 metres between kerbs, if a specification for their construction has been made in the lease deed, or in circumstances where their installation would completely fill a gap in the existing arcade, provided that they are built as follows:
i. It must be at least 3 metres wide and cantilevered or supported by thin steel or RCC pillars.
ii. Nothing shall be built on the portion of the property that will be used as an open terrace.
iii. Nothing is allowed to project beyond the arcade line.
iv. The area beneath the portion shall be paved and channelled in accordance with the plans.
The allowances for building projections onto the public right-of-way in Washington, DC are the most permissive in North America. Building projection requirements are included in DCMR 12: Construction Code, and they require permits from both the Department of Consumer and Regulatory Affairs (DCRA) and the Department of Transportation in areas governed as public space (DDOT). Building forecasts are reviewed by the Office of Planning (OP), as well as other District and Federal agencies, through DCRA and DDOT processes.
For requests to beautify a structure, the construction code allows for exceptions from the limits on building projections (DCMR 12A-3202.4). The term “embellish” is not defined in the construction code, however it is defined in Webster’s New World College Dictionary as “to decorate or improve by adding detail; ornament; adorn.” This description is consistent with how the city has approved and managed projections, and it is backed up by the four qualities that have long been associated with building projections in DC. As part of their examination of projection code waiver applications, OP mentions the following characteristics:
1. Vertical Expression
2. Building Articulation is the second step.
3. Embellishment on the Secondary Level; and,
4. Public Space Activation
Variances from projection allowances are requested through the DCRA’s construction code modification process, which can be found here for more details. Requests for a modification from projection allowances are sent to OP and DDOT for examination and suggestion before DCRA makes a final decision on the application. The Public Space Committee, a DDOT-managed public space permit review procedure, may find that the application requires extra examination by OP or DDOT.
